Born on February 22, 1941 in Burnsville, WV, he was a son of the late Charles Woodrow Ratliff and Belva Riffle Ratliff.
Surviving are his wife, Patricia Janoss Ratliff; son, Timothy Ratliff, Buchannon, WV; daughters, Terri Shingleton (Greg), Helvetia, WV, and Dorinda Hall, French Creek, WV; brothers, Hughie Ratliff, Reistertown, MD, and Samuel Ratliff, Woodfordr, VA; sister, Patricia Griffith, Sutton, WV; six grandchildren and ten great-grandchildren.
