He was born in Baltimore, MD on August 6, 1974. He was a son of the late Charles Reed Hall and Barbara Lynn Debus Ballard.
Surviving are his step-father, Michael Ballard; brothers, Byron Reed Hall, Michael Terry Ballard, Jr. and Robert Lee Ballard; sister, Deanna Lynn Quinn.
