Joseph Wayne Koletar

Joseph Wayne Koletar of Bolivia died November 24 after years of declining health. He fought
the good fight until the end, never complaining. His courage and remarkable strength knew no
bounds. He was an extremely accomplished person and beloved by those who knew him.
Although he was a scholar by nature, he had the biggest repertoire of jokes to tell anyone in any
situation!


Joe was born in Pennsylvania. He served twenty-five years as a Special Agent and Senior
Executive in the FBI, holding positions as Special Agent in Charge, Inspector, and Section Chief.
At the time of his retirement, he was the national program manager having responsibility for the
Witness Protection Program and informant operations, criminal undercover operations,
surveillance and aviation operations, the Strategic Intelligence Operations Center, and White
House Background Investigations. Prior to joining the FBI, he was an Intelligence Officer in the
United States Army Special Security Group. After his career in the FBI ended, he worked as an
Executive Director, Principal, and Director in the Fraud and Investigations practices of Ernst &
Young LLP and Deloitte & Touche LLP.

Joe received his Bachelor of Arts degree from Pennsylvania State University, a Master of
Science in Industrial Administration from George Washington University, and a Master of
Public Administration and a Doctor of Public Administration from the University of Southern
California. He was also a graduate of the Program for Senior Managers in Government at
Harvard University, the Attorney General’s Management Seminar, and the Senior Executive
Officers Course at the Australian Police Staff College.

He was the author of four books and has written extensively on fraud and related matters for
professional journals. He has been quoted in the New York Times and interviewed on National
Public Broadcasting. His book, Rethinking Risk, was selected by CEO Refresher as one of the
best business books of 2010. He served on the editorial review board of The CPA Journal and
has been a guest lecturer at the University of Pennsylvania Law School as well as many other
colleges and universities throughout the U.S and abroad.

In 2015, he was appointed by the North Carolina Senate to a second four-year terms on the
Board of Global Trans Park, an Economic Development Zone. He was a Certified Fraud
Examiner and the former Chairman of the Board of Regents of the Assoc. of Certified Fraud
Examiners. He was also active in military charities and a member of many fraternal societies.


Joe is survived by his wife, Martha McKee Koletar, his daughter, Lauren Koletar Duhon of
Dallas, Texas, and two Granddaughters, Clary and Tate Duhon. He was preceded in death by his
parents, John and Ruth McAbee Koletar. Funeral Services will be held at Brunswick Funeral
Service, Southport Chapel, on Friday, December 1 with visiting hours at 12 Noon and funeral at 1 PM. Donations in
his memory may be made to the Lower Cape Fear Hospice.
